Profile: About San Diego Contracting Opportunities Center (SDCOC) The San Diego Contracting Opportunity Center (SDCOC), also known as Procurement Technical Assistance Center (PTAC), is a nonprofit organization funded by local government agencies and the Department of Defense. Our mission is to educate San Diego Small Businesses in how to do business with federal, state and local government agencies at no cost. Since 1995, the first full year of operation, SDCOC clients have been awarded over $17 million in government contracts. Over 600 jobs have been created or retained as a result of these awards. There are over 135 federal, state and local government agencies in the San Diego county area who spend approximately $10 billion per year on all types of goods and services. However, only 35% to 40% of that spending is done in San Diego County. We hope to increase this percentage by helping San Diego businesses participate in more government procurements. The SDCOC trains businesses on how to do business and solve problems with government agencies through workshops and individual counseling. SDCOC has access to various bid bulletin boards that provide 12,000 bid opportunities per month through Electronic Commerce. Bidding opportunities are faxed or electronically mailed daily to clients from various buying offices around the country. SDCOC has a fully functional Plan Room with a Construction Consultant and a Procurement Associate to assist business clients. She will be happy to direct your questions. What is the future of the PTAC program? The normal thinking in light of renewed political pressures towards extreme budget cutting is that this program could become threatened as many other programs have. However, the PTAC program is poised better than any other program in the country to assist in the "reinventing of government". The PTA Centers already have automated systems and telecommunications in place providing electronic bid-match services and other electronic services linking businesses with new contract opportunities daily. These centers also provide on-going training to companies on a variety of subject matters pertaining to government contracting. These existing services combined with recently developed capabilities on subjects such as; Federal Acquisition Streamlining Act, Electronic Commerce, Electronic Data Interchange and ISO 9000, position the PTACs as leaders in the new way of conducting business with the government. The PTAC program is one of the few programs with existing infrastructure and capabilities already in place that can best assist the government in this transition. The PTAC centers can assist the government on a national basis in marketing the new methods, training businesses in new procedures, and establishing an electronic network sharing information for the benefit and increased competitiveness of business and government.
